phpBB component 1.2.4 RC3.1 released

The phpbb component has been updated to 1.2.4. RC3.1 No bugfixes, just an update to phpbb 2.0.18.

Update instructions:
- unzip the package locally
- unzip com_forum_install.zip locally
- unzip com_forum locally and upload the files from that zip to /components/com_forum overwriting the old ones
- run the file upgrade_phpbb124RC3_to_phpbb12RC3.1.sql from the sql directory (inside the main package)
